CNX operates shared digital infrastructure. Shared infrastructure only works when every participant can trust that the operator serves all of them equally. This page states the structural commitments that make that trust verifiable.
Operating principles
Neutrality. CNX does not favour any member or subscriber over another at the infrastructure layer. Interconnection, service delivery, and operational decisions are governed by published technical criteria, not commercial relationships. No participant's traffic or data receives preferential treatment.
Non-discriminatory access. Any organisation that meets the published technical and commercial requirements for a service is entitled to subscribe on the same published terms. Access decisions are based on criteria, not discretion.
Transparency. Pricing, service levels, policies, and technical requirements are published in full. The published rate is the rate available to all subscribers equally — there are no side agreements, preferential rates, or undisclosed arrangements. Tiered pricing is non-discriminatory when the tiers and their criteria are published and available to all.
Verifiable accountability. CNX is committed to replacing self-attestation with independently auditable proof — cryptographically signed operational records, defined standards, and third-party verification. CNX welcomes engagement from regulatory bodies, industry associations, and institutional subscribers to build formal trust frameworks of this kind.
Who can subscribe
Each CNX service is open to any organisation meeting published criteria. There is no approval discretion beyond those criteria.

All services are subject to applicable Cambodian law and regulatory licensing requirements. These are non-discretionary legal obligations, not commercial preferences.
